The Syrian Arab Red Crescent (SARC) is an independent humanitarian organization of public utility, is permanent and continuous, and has a legal entity and enjoys financial and administrative independence. SARC was founded in 1942 according to the decrees No/540/ 1942 and No/117/ 1966 which regulate the Organization’s work. It was recognized by the International Committee of the Red Cross in Geneva (ICRC) in 1946, and is committed to upholding the Geneva Conventions and the seven Fundamental Principles of the International Movement of Red Cross and Red Crescent National Societies.

    Job purpose

    The Non-Technical Survey (NTS) Coordinator will oversee and manage all aspects of the NTS program of SARC to ensure the effective and efficient conduct of NTS activities in communities affected by landmines and unexploded ordnance (UXO). The NTS Coordinator will work closely with NTS Teams, other program coordinators, and relevant stakeholders to integrate NTS activities into the overall mine action programs and contribute to achieving the objectives. She /He will report directly to the Humanitarian Mine Action Unit Manager.

     

    Job duties and responsibilities

    ·        Develop and implement a comprehensive NTS strategy that aligns with the overall program objectives and meets the needs of affected communities.

    ·        Ensure coordination and integration of NTS activities with other mine action programs and relevant stakeholders.

    ·        Supervise and coordinate the implementation of NTS activities across the country, to ensure they are carried out following IMAS.

    ·        Provide leadership, guidance, and technical support to NTS teams on non-technical survey methods and procedures.

    ·        Oversee data collection, analysis, and reporting to ensure high-quality information is produced for mine action planning and decision-making.

    ·        Ensure that accurate and up-to-date records of NTS activities are maintained, including data collected and tools and equipment used. Oversee the completion of NTS reports, ensuring accuracy and completeness.

    ·        Manage and maintain NTS equipment and tools, calibrated and maintained properly.

    ·        Follow up on regular reports on non-technical survey activities, including progress, challenges, and recommendations for improvement.

    • Develop and maintain relationships with key stakeholders, including local authorities, other NGOs, and mine action organizations, to ensure coordination and cooperation in the delivery of NTS activities.

    ·        Ensure that NTS activities are conducted safely and securely, prioritizing team and community members’ safety.

    ·        Represent the HMA Unit in relevant meetings and forums, and promote the unit’s work and achievements upon request.

    ·        Explore and implement opportunities to ensure that NTS activities complement and support other aspects of SARC emergency work, including relief distributions, water provision, livelihood activities, Shelter, and dead body management.

    ·        Develop and implement a monitoring and evaluation plan to assess the effectiveness and impact of NTS activities, then provide recommendations for program improvements based on findings

    • Develop and manage the NTS budget, including forecasting, monitoring, and reporting expenditures for NTS activities.

    ·        Ensure all the NTS teams (staff and volunteers) are trained and equipped to implement the NTS activities.

    ·        Ensure that the NTS project is adequately recruited.

    ·        Conduct regular field visits to assess the quality and impact of NTS activities and provide on-site technical support.

    ·        Produce high-quality reports for partners, highlighting progress against key performance indicators and overall program impact.

    ·        Provide technical support on key Humanitarian Mine Action components, including weapon contamination needs assessments, ERW/landmine casualties’ data collection, and RASB training, ensuring alignment with IMAS and operational needs based on the HMA unit manager request.

     

    Duties applicable to all staff

    1. Actively work towards the achievement of the SARC goals
    2. Abide by and work in accordance with the Red Cross and Red Crescent principles
    3. Perform any other related duties and responsibilities that may be assigned by the line manager

    Position Requirements

    Education and Training   Required Preferred
    • A university degree in a relevant field, such as geography, engineering, social sciences, or any other related field.

    Experience Required  Preferred
    • A minimum of 4 years of experience in mine action or related fields, with a strong understanding of NTS, stakeholder engagement, and community liaison.

    • Committed to the seven Fundamental Principles of the Red Cross and Red Crescent Movement.

    Knowledge and Skills Required  Preferred
    ·        Extensive knowledge of IMAS and other international standards related to NTS. X
    ·        Proven experience in managing and supervising teams, with the ability to provide technical guidance and support. X
    ·        Strong interpersonal and communication skills, with the ability to work effectively with diverse stakeholders. X
    ·        Experience in managing budgets, including forecasting, monitoring, and reporting expenditures. X
    • Ability to travel inside and outside the country.
    X
    Languages and IT Skills    
    ·        Fluency in English is essential, both written and spoken. X
    ·        Proficiency in data analysis tools and software, such as Excel, GIS, and statistical analysis software. X
