Senior Finance Coordinator
Location: Damascus

Purpose of the role
This is the senior Finance and Compliance position for BRC in Syria and is a critical role in delivering the BRC supported programmes in close partnership with the Syrian Arab Red Crescent, IFRC, ICRC, and other international Red Cross Partner-National Societies (PNS). The role will lead and manage all finance and compliance and aspects of BRC support to SARC and manages the Finance and Administration Coordinator in Damascus..
The position is responsible for managing the financial and administrative systems, processes and procedures relating to the running of the BRC Syria Country Office. The successful candidate will ensure compliance with BRC finance policies and procedures, guaranteeing controls are robust but flexible enough to meet the requirements of programmes and context.
They will ensure compliance with BRC’s and back donor finance reporting requirements, where applicable. To support and, where necessary, train BRC delegates and staff in BRC finance systems and processes. To support SARC in the development of annual programme budgets, and BRC’s contribution to them.
The position will support in identifying and advising improvements in partner National Society systems, processes and procedures to support eligibility for direct implementation of institutional funding opportunities.
The position will directly report to the BRC Syria Country Manager and will work closely with the BRC International Finance and the BRC FCDO partnership team in London.
Key Responsibilities
Financial Controls & Treasury
- To produce monthly financial reports for the country management showing progress against budget for all projects and highlighting any current financial issues with the implementing partners.
- To oversee country cash and bank management processes, including cash-flow forecasting, liquidity planning and fund transfer requests, ensuring sufficient funding is available to support programme delivery.
- To ensure timely completion and review of bank, cashbook and balance sheet reconciliations and investigate and resolve any discrepancies identified.
- To ensure monthly and quarterly financial control checklists are completed, reviewed and appropriately documented.
- To ensure that country office follows all relevant BRC financial policies and procedures, as well as Syrian legislative requirements and generally accepted accounting principles (GAAP), and has an up-to-date office finance handbook.
- To maintain and regularly review the Syria Country Finance Manual, financial procedures and control framework, ensuring alignment with BRC policies and local requirements.
- To provide good collaboration with the International Accounting Team to ensure all corporate financial deadlines are completed to quality and deadline.
Partner Financial Management
- To ensure that all projects in country are correctly budgeted and forecasted in conjunction with the Country Manager, Programme Manager and International Finance
- To review, analyse and consolidate partner financial reports, ensuring expenditure is eligible, supported by appropriate documentation and aligned with approved budgets and agreements.
- To conduct and coordinate periodic finance monitoring visits, spot checks and financial assurance reviews of partner activities and transactions, following up on identified actions and recommendations.
- To analyse, interpret and report on the countries consolidated budgets and forecasts, assessing the implications and recommending possible courses of action to the Country Manager. To be the finance contact for the country office through BRC corporate planning, budgeting and forecasting processes
- To ensure that the country offices approach to planning, budgeting and forecasting meets all International Division requirements in collaboration with the International Finance Business Partner.
- To manage the financial elements of applications on all restricted fund programmes relating to Syria Programming are prepared, reviewed and supported.
- To contribute, in collaboration with the programme manager, the development of all BRC Syria related grant agreements and transfers between BRC and recipients (e.g. partner national society);
- To ensure all Syria donor reporting is completed to time and quality ready.
Audit & Assurance
- To ensure that programme/project audits (internal and external) on all restricted/ unrestricted funded programmes relating to Syria are arranged and carried out in line with the donor contracts or organisational requirements.
- To act as the primary focal point for financial audits and assurance reviews, coordinating audit preparation, responses to findings and implementation of agreed management actions.
- To monitor the implementation of internal and external audit recommendations and report progress to management.
- To ensure that all restricted and unrestricted fund programmes (grants to SARC) are correctly closed down including disposal of assets, closure of bank accounts and finalisation of reports, where applicable
Grant Compliance Management
- Lead grant due diligence processes, ensuring these are managed appropriately RCRC Movement Partners and external when relevant.
- Coordinate partner financial due diligence assessments and periodic due diligence reviews, ensuring findings are appropriately addressed and documented.
- Support BRC teams with grant related processes including budget development, financial management, log frames, asset registers, risk registers, oversee counter terrorism checks, delivery chain mapping, payments and financial management.
- Ensure grant disbursements, transfers and drawdown requests are processed in accordance with donor agreements, BRC requirements and applicable sanctions controls.
- Maintain oversight of serious incident reporting, in particular related to safeguarding and aid diversion, leading engagement with partners and dialogue with back donors on incidents associated with grants in a timely manner.
- Maintain oversight of partner financial assurance requirements and ensure timely resolution of compliance findings and grant-related risks.
- In coordination with partners, internal financial and programmatic colleagues; support and guide the submission of programme and funding reports and budgets that provide accurate and proportionate reporting in line with shared commitments under the Grand Bargain, enabling back donors to see clear reporting of delivery against programme activities and financial expenditure.
- Manage internal and external stakeholders to ensure that teams and partners meet their obligations within back donor agreements, minimise programme risks and develop solutions to deliver on donor requirements within partner reporting solutions, procedures and capacity.
- Ensure timely contracting, management of grants, reporting, financial management, and payment to partners per IFRC and BRC procedures.

Risk Management
- Support the maintenance and periodic review of country finance and compliance risk registers, ensuring risks are appropriately assessed, mitigated and escalated where required.Identify emerging financial, compliance and operational risks and ensure appropriate controls and mitigation measures are implemented.Monitor adherence to the Country Office Handbook and undertake periodic compliance reviews and spot checks to ensure effective implementation of policies and procedures
Country Office and Partner Support
- To provide technical advice on financial management and support to SARC finance staff working on BRC supported projects in country.
- To develop good working relationships with counterparts in other Red Cross/Red Crescent partners and the IFRC and have a co-ordinated approach to providing strategic guidance and support to SARC for improving financial accountability systems.
- To design, develop, schedule and deliver financial training to BRC staff based in country and unit office/s, and carry out financial induction for new starters, to train partner finance staff where appropriate.
Country Office Administration and Premises
- Provide oversight for all administrative procedures and management of the BRC country office, ensuring tasks related to staff and guest travel, coordination with SARC or authorities regarding visas, registration, field visit approvals, etc are effectively carried out by the Finance and Administration Coordinator.
- Ensure the effective management of all BRC premises (office and residences) including contracting, maintenance and repairs, and safety and security measures.
- Ensure the BRC asset management procedures are carried out on a regular basis and documented according to BRC policy.
- Ensure that administrative procedures, SOPs and handbooks required for effective administrative management of to the Syria Country Office are developed regularly reviewed and updated.

Qualifications and Required Competencies
Knowledge
- Qualified Accountant (ACA, ACCA, CIMA, FMAAT, CCAB) or qualified by experience.
- Understanding of financial controls and processes to be applied within a humanitarian and development context.
- Good understanding of grant management controls and processes
- Strong financial business partnering skills including management accounting.
- Significant audit and internal controls knowledge with the ability to highlight weaknesses and make appropriate recommendations.
- Educated to degree level or equivalent in relevant subject.
- Understanding of the international humanitarian system.
- Developed understanding of effective and reasonable due diligence processes.
- Strong knowledge of financial management systems and standards
