Job purpose
To provide technical and administrative oversight for the Emergency Medical Services Unit at the national level. This includes ensuring the effective planning and implementation of all related activities and programs, and delivering safe, efficient, and high-quality emergency medical services that comply with approved humanitarian and medical standard
Job duties and responsibilities
· Develop a comprehensive national strategy for emergency medical services in coordination with relevant authorities. · Provide technical supervision for ambulance and emergency programs at both the central level and in branches. · Ensure adherence to quality and medical standards through continuous oversight and technical supervision. · Represent the Syrian Arab Red Crescent (SARC) in technical meetings. · Lead the development and updating of Standard Operating Procedures (SOPs) for the unit. · Provide technical support to the Deputy Director and the technical team. · Evaluate technical performance and monitor capacity building and professional development for the unit’s personnel. · Prepare and submit periodic technical reports to senior management. · Contribute to the development of medical emergency plans for disasters and crises. · Lead, guide, and manage ambulance and emergency teams to ensure optimal performance and adherence to the highest standards of care. · Directly supervise the daily operations of the ambulance unit, including operational
missions, shifts, and task distribution. · Conduct regular performance evaluations for teams and provide necessary feedback and guidance. · Develop annual work plans and strategies for the Emergency and Ambulance Unit in alignment with organizational objectives. · Undertake field visits to monitor the work of ambulance centers, identify challenges, and propose solutions to the Medical Department Director. · Coordinate with ambulance coordinators in branches regarding ambulance team evaluations. · Monitor the monthly needs of ambulance centers and coordinate with the Financial Department in this regard. · Generate quarterly reports concerning the ambulance fleet, medical equipment, and supplies for the Medical Department Director. · Ensure the availability and serviceability of all necessary medical equipment, devices, and supplies for emergency care delivery. · Monitor the unit’s budget and manage expenditures efficiently and transparently. · Identify training needs for ambulance and emergency teams and develop advanced training programs. · Ensure teams’ commitment to continuous training programs to update their skills and knowledge. · Develop proactive plans for emergency response, including coordination with departments at the Headquarters and branches. · Ensure prompt and effective handling of complaints from ambulance teams or the local community, and generate reports for the Department Director on these matters. · Ensure compliance with professional standards, national, and international regulations related to ambulance and emergency services. · Monitor and evaluate the quality of care provided and implement continuous improvement mechanisms. · Prepare and submit periodic (operational, financial, statistical) reports on the unit’s performance. · Represent the unit in conferences, workshops, and meetings related to ambulance and emergency services.
Position Requirements
Education and Training Required Preferred
· University degree in Human Medicine, Emergency Medicine, or a
related medical specialty X
Experience Required Preferred
· A minimum of 7 years of experience in the health sector, with at
least 3 years in emergency medicine or managing medical teams X
· In-depth understanding of health policies and ambulance services in
humanitarian contexts X
· Strong leadership and organizational skills, with a high capacity for
coordination and communication. X
· Proficiency in Arabic and a very good command of English X
Knowledge and Skills Required Preferred
· Excellent leadership and management skills: Ability to plan,
organize, manage resources, and follow up X
· Ability to make quick and effective decisions under pressure and
in challenging circumstances. X
· A strong leadership personality capable of motivating the team
and fostering teamwork X
