Job purpose
The Director leads a functioning department with three units: · National Society Development & Branch Development (NSD) · Planning & Performance (including MEAL) · Strategic Partnerships & Resource Mobilization The post focuses on consolidating the department’s strategic vision, improving coherence across the units, and deepening institutional performance, partner engagement, and strategic delivery. The Director ensures these efforts contribute to SARC’s transformation and operational effectiveness The PPSD Director will manage a team of 10+ staff across the functions of the Department and will work closely with SARC HQ and branches leadership to ensure the department direction and objectives align and contribute to SARC strategic and operational priorities.
Job duties and responsibilities
Departmental Strategy and Oversight: · Lead strategic direction and operational oversight of the PPSD and its three units · Align departmental work with SARC’s Vision, Unified Plan, and Change Management targets · Ensure coordination and synergy across NSD, planning/performance, and partnership functions · Supervise planning, budgeting, staffing, and reporting of departmental work · Provide direct support to the Secretary General and departmental priorities within relevant areas with other departments. · Optimize required resources (HR, equipment, and services) to ensure the department’s business continuity.
National Society and Branch Development · Guide institutional strengthening of SARC and its branches across Syria · Support branch governance, leadership development, and accountability · Drive implementation of NSD frameworks in coordination with Movement partners · Oversee capacity-building initiatives based on branch performance data · Promote community engagement, local leadership, and inclusive volunteering systems · Lead the process with different departments in the design of an overarching capacity building plan reflective of the support of the Movement and other partners; support in coordination of resources towards the SARC plan and strategy promoting complementarity and optimization of resources. Planning and Performance: · Oversee SARC-wide planning and alignment processes · Provide support and advice programmes to develop aligned plans and budgets according to the institutional priorities striving for high quality deliverables, and the identification of assumptions and risks. · Effective monitoring and reporting framework on the implementation of the SARC strategic plan · Facilitate inter-departmental coordinated design of operational plans/multi-sectoral interventions promoting synergy, optimization/mobilization of resources and impact mirrored in implementation · Drive forward a coherent portfolio of performance and accountability initiatives, provide appropriate and effective technical and advisory oversight to promote results-based management and institutional learning. · Ensure robust MEAL systems are used across programs and departments and Oversee and drive the design and development of tools and mechanisms that will enhance SARC’s accountability and compliance to donor’s, strengthening grant management systems working closely with finance and thematic departments. · Lead development and use of performance dashboards, risk indicators, and planning tools · Facilitate consistent reporting against SARC’s strategic targets Partnerships and Resource Mobilization: · Actively engage in supporting, developing and nurturing strategic and operational external partnerships and contribute to mobilize adequate and predictable financial resources. · Support and drive when pertinent resource mobilisation initiatives including identifying funding opportunities and leading and developing funding proposals in coordination with relevant departments. · Align funding opportunities with SARC’s priority sectors and areas · Direct and oversee the development and implementation of effective and innovative resource mobilization initiatives. Ensure systematic and ad-hoc liaison with existing and potential partners on the urgent and strategic SARC funding priorities. · Lead the analysis of the funding trends and identification of funding opportunities and new partnerships; analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, advice SARC on the recommended approach to access new funding. · Coordinate with existing and potential partners the support towards SARC’s organizational and programmatic areas to ensure synergy and effective use of the funds and promote complementary of the collective efforts towards the common goals.
· Sustain effectively relationships with existing and potential partners and donors, actively engaging in advocacy for the funding needed towards achieving SARC goals and objectives, cultivating relationships and identifying opportunities for broaden and deepen support to SARC activities.

Position Requirements
Education and Training Required Preferred
· Degree level in Humanitarian Studies, Development Studies,
International Relations, Social Research or other relevant
subject/professional training X
Experience Required Preferred
· Minimum 5 years’ senior level experience working in large and
complex operations. X
· Minimum 5 years of progressive responsibility in programme
management and coordination. X
· Minimum 3 years’ experience in staff performance and
development management. X
· Experience in developing vision, concepts and strategies for
planning in strategic partnerships and resource mobilization. X
· Demonstrated experience in directing teams that deliver high
quality results, as well as successfully managing key internal and
external stakeholders and relationships. Proven ability to train,
motivate and manage personnel.
Knowledge and Skills Required Preferred
· Strong interpersonal skills, with proven ability to collaborate across
departments to implement processes and achieve results. Track
record of building and maintaining productive relationships with
multiple stakeholders. X
· Ability to prioritize, multi-task efficiently and respond to a high
volume of ongoing requests in a timely fashion. Ability to adapt
and be flexible in a dynamic work environment. X
· Demonstrated success in marketing to and engaging culturally
diverse audiences and partners. X
Languages and IT Skills
· Fluency in oral and written English and Arabic is mandatory X
