Job Description – Program Coordinator

Location: Damascus – Syrian Arab Red Crescent

Job Title: Program Coordinator Department: Performance and Partnerships Support Department Line Manager: Grant Management & Partnerships Support Unit Manager Contract Type: Full-time

Starting date: ASAP (November 2025 if possible)

Duration: 13 months (with possibility of extension)

General objective of the job:

The ECHO-funded Action represents a highly strategic and valuable partnership between SARC, the Red Cross and Red Crescent movement partners and ECHO, enabling sustained humanitarian assistance to vulnerable communities across Syria and strengthening the internal capacities of SARC to manage multi-sectoral humanitarian projects, ensuring institutional learning, sustainability, and alignment with the International Red Cross and Red Crescent Movement standard.

Effective coordination across the different departments in SARC and with consortium partners, timely implementation, and quality reporting are essential to ensure accountability due to the ECHO project’s scale and multi-sectoral scope; (Health, WASH, Disaster management, MHPSS, CEA) and donor compliance requirements.

The Program Coordinator will oversee daily operations, facilitate cross-departmental coordination, mentor SARC staff, and support capacity building in project management, monitoring, evaluation, and reporting, ensuring adherence to ECHO’s contractual and visibility requirements, and accountability for both technical and financial performance.

The action brings together Danish RC as the consortium lead, GRC, SRC, NorCross, IFRC and Syrian Arab Red Crescent (SARC) as the implementing partner in Syria.

Main tasks and Responsibilities:

· Directly manage the ECHO programme, coordinating with SARC departments and finance to ensure progress on implementation by supporting the different departments in SARC on project management role, including project planning, implementation monitoring, ensuring the development and revision of accurate budgets and reporting, and any evaluation requirements – in line with the Project Cycle Management approach.

· Recognizing the responsibility of SARC programme and finance departments in budgeting and financial reporting, the Program Coordinator will be directly accountable for budgeting and reporting on funds expended on all components of the ECHO Programme, monitoring the resource allocation and budget utilization of the ECHO Programme, in consultation with SARC and Consortium Partnres.

· Ensure project compliance with ECHO and Consortium partners financial, procurement, reporting and other relevant regulations, providing guidance to SARC staff to reinforce internal compliance capacity.

· Lead in project agreement management and compliance requirements within SARC.

· Prepare in a timely manner and jointly with the consortium partners and SARC, modification requests and proposals based on ECHO Humanitarian Implementation Plans (HIP)

· Ensure that SARC collect the data required to produce quality and timely narrative and financial reports, facilitating cross-departmental coordination to enhance internal efficiency and learning.

· Provide technical guidance and support quality assurance (QA) and narrative and financial reporting by SARC ensuring the coordination and consolidation of the information provided by all necessary departments in SARC, in preparation of reports for the donor, including quarterly monitoring reports and the inception report and building internal capacities in reporting and documentation.

· Support the monitoring of different project components and conduct field monitoring visits to project areas.

· Support SARC staff in project planning, monitoring, reporting, and evaluation, ensuring knowledge transfer and sustainability.

· Contribute to internal and external communication about and visibility of the projects and the humanitarian context in general, ensuring SARC’s role and achievements are highlighted and lessons learned are documented internally.

Expected results

· The programme is implemented effectively and efficiently, in compliance with programme objectives and donor requirements and the contracts between SARC and Consortium partners.

· The quality of project outputs has been assured through a high degree of cooperation and coordination within SARC departments and Consortium partners.

· The programme is properly monitored, evaluated, and reported upon, and lessons learned from implementation are well documented.

· Identification of opportunities for overall programme development and expansion

 

Required qualifications and experience:

· University degree or advanced degree in a relevant field.

· At least five years’ experience in designing, implementing, and managing humanitarian programs and activities.

· High ability to work and coordinate with multidisciplinary teams

· Experience in managing donor-funded projects, preferably ECHO funded projects.

· Strong leadership, planning, analysis, and technical reporting skills.

· Excellent proficiency in both Arabic and English (spoken and written).

· Proficiency in using computers, Microsoft Office programs.

· Commitment to the principles of the International Red Cross and Red Crescent Movement and humanitarian standards.
