Job purpose
The Planning & MEAL Officer is responsible for coordinating planning, monitoring, and evaluation activities for assigned agreements, governorates, and technical sectors.
The role ensures that annual operational planning, agreement workplans, monitoring, and evaluation are conducted in close coordination with technical departments and the Information Management (IM) Unit, without replacing technical ownership.
The Planning & MEAL Officer acts as the focal point for performance tracking and evidence generation for assigned portfolio

Job duties and responsibilities
Organizational Operational Planning
- Contribute to the development of SARC’s annual Operational Plan for all sectors and governorates.
- Coordinate closely with technical departments to consolidate sector plans into one organizational operational plan.
- Work in close coordination with the IM Unit to ensure operational plans are aligned with data systems, indicators, and reporting structures.
- Support the annual operational planning cycle through data analysis, lessons learned, and performance inputs.
B. Agreement Workplan Development
- Develop Workplans for all assigned donor agreements in coordination with technical departments.
- Ensure workplans include activities, timelines, responsibilities, KPIs, and milestones.
- Update workplans based on implementation progress and agreed changes.
- Share finalized workplans with IM for tracking and dashboard integration.
C. Logframe & Indicator Management
- Support the development and updating of Logframes for assigned agreements.
- Draft and maintain indicators, baselines, targets, and Means of Verification (MoVs).
- Coordinate validation of indicators with technical departments.
- Ensure alignment with donor requirements and SARC frameworks.
D. Monitoring & Field Follow-up
- Conduct routine monitoring visits to assigned governorates and projects.
- Monitor progress against agreed workplans and indicators.
- Verify reported data through field observations and documentation review.
- Identify implementation gaps, delays, or risks and report them accordingly.
E. Data Verification & Quality Assurance
- Support data quality assurance (DQA) processes for assigned portfolios.
- Ensure consistency between activity reports, MEAL tools, and donor reporting.
- Coordinate with IM to address data gaps or system issues.
F. Reporting & Performance Tracking
- Prepare monitoring reports with findings, conclusions, and recommendations.
- Provide validated performance data and analysis for donor reports.
- Contribute to quarterly and annual performance reports.
- Track progress against KPIs and flag underperformance to the unit manager
G. Evaluation Support
- Support baseline, midline, and endline evaluations.
- Assist in data collection and coordination with external evaluators.
- Ensure evaluation recommendations are documented and followed up.
