SARC and the French Red Cross (FRC) have resumed their collaboration in Syria in 2020, focusing on improving WASH access and covid-19 response for the most vulnerable populations. In 2023, this partnership expanded to include a comprehensive earthquake response project, which remains ongoing. The project includes Health, WASH and Emergency Medical Services programming, drawing on SARC and the FRC’s technical expertise, to ensure alignment with best practices and contextual relevance.

FRC delegation covers operations in both Lebanon and Syria. FRC operates through delegated management in Syria (with SARC).

 

 

General responsibilities:

The main duty of the Logistics and Administration Officer (LAO) is to manage the FRC Logistics file; including procurement, and tendering processes for FRC-funded events and activities, to ensure that they adhere to FRC Logistics and Finance regulations, and standards of FRC donors, as well as support FRC on Administrative and Logistical duties (including welcome services) to ensure the smooth running of the Syria office.

The LAO will work closely with the FRC team, the IFRC team in Syria and SARC staff in the Logistics department as well as Administrative departments (including Protocol and Relations) and, where appropriate, the involved SARC branches and other facilities, to ensure that FRC Logistics/Administrative requirements and procedures are properly accomplished.

Specific Duties, Responsibilities, and accountabilities:

 

Procurement

  • Develop all required procurement paperwork and documentation according to FRC and donors regulations for delegated purchases.
  • Ensure the compilation and update of suppliers database, screenings are performed, and manage the relationship with various suppliers.
  • Ensure efficient follow-up related to the FRC and partners’ procurement files: to gather all the justifications documents needed for internal control practices.
  • Report status and progress on purchase files and report to the line manager when challenges arise.

 

Logistics

  • In charge of the welcome and accommodation of FRC staff.
  • Ensure staff are equipped with the necessary equipment, consumables, and communication needs (phone credits, internet etc).
  • Assist in monitoring and maintaining equipment (including IT).
  • Other relevant tasks required for the daily running of the FRC office and guesthouses in Syria.
  • Support the FRC team in planning logistics activities including Procurement, stock follow-up and transportation requests ensuring adherence to FRC and SARC standards to provide high quality, efficient and cost-effective logistics services that meet the needs.
  • Coordinate with the SARC’s procurement team and IFRC’s Supply Chain and other logisticians on the ground, to assure smooth implementation of standard procurement procedures and practices as per SARC’s Procurement and Logistics Manual procedures, and FRC and donors regulations.
  • Provide monitoring of incoming goods through the FRC pipelines, to ensure timely customs clearance, transportation and receipt into SARC warehouses and reverse reporting of items received in good order with proper stock monitoring and traceability.
  • Ensure that logistics monthly reports are up-to-date in timely and qualitative manners.
  • Manage and maintain supply chain & logistics data and records for archiving (soft and hard copies) in compliance with FRC standards and donors requirements.

 

Administration

  • Ensure timely application, and follow-up with SARC Protocol department, on visa applications, field visit requests, and various permits, as well as arrangements for international travel of FRC staff and visitors,
  • Follow-up with SARC External Relations department on accommodation and hotel booking for visitors, as well as admin services of delegate’s housing (including the payments of monthly bills and cleaning services follow up)
  • Carry out (English to Arabic) and/or (Arabic to English) translation tasks, at short notice,
  • Manage the petty cash, including payments to suppliers, exchange of currencies, and preparation of monthly reports…
  • Maintain an organized archive of all administrative-related documents, ensuring easy access and retrieval.
  • Perform general administrative tasks such as filing, typing, copying, binding, scanning…

 

Required profile, qualifications, and skills:

  • University education or equivalent work experience.
  • Very good proficiency in English and Arabic language for oral and written communication.
  • 2-3 years of experience in the field of administration and/or logistics, preferably in the humanitarian sector.
  • Ability to deal with complex tasks and tight schedules requiring prioritisation and sometimes performed outside regular working hours.
  • Structured working capacity and ability to always maintain a high level of confidentiality.
  • Good computer knowledge and skills; good mastery of Word, Excel, Google suite (gmail, drive, etc).
  • Good communication skills, maintaining courteous level of dialogue with FRC and SARC teams, external service providers, property owners of FRC’s housing, and partners.
  • Open, honest, dedicated and committed to working as part of a team.
