Job purpose
SRC established a permanent presence in Syria with a Delegation in July 2018, after previously supporting the Syria crisis through programming in Lebanon and contributions to SARC, ICRC, and DRC. Key contributions to Syria included supporting Health via ambulance provision and launching a capacity-building project with SARC’s EMS Department to enhance first aid training, provide EMS equipment, and develop context-specific protocols. Following the February 2023 earthquake in northern Syria and southern Turkey, SRC supported SARC’s response through an IFRC appeal grant and a bilateral project. The current activities include health and hygiene promotion, distribution of hygiene kits, and livelihood resilience support through cash assistance as well as community resilience in close cooperation with the SARC Disaster Management Department. As of January 2025, the Delegation team includes a Country Coordinator, a Finance and Administration Delegate, and a SARC-seconded Project Coordinator. To ensure the effective and timely support to the implementation of activities, there is a need for an Officer to support managing general office administration, oversee program-specific financial processes, and facilitate SRC’s internal procedures, in close cooperation with SARC.
Job duties and responsibilities
General responsibilities: The Admin, Logistics and Finance Officer will work in close coordination with the SRC Syria team and SARC staff across the Administration, Finance, and Logistics departments. Additionally, the role involves liaising with relevant SARC branches and other facilities as needed to ensure operational alignment and effectiveness. Specific Duties, Responsibilities, and accountabilities: • Ensure timely application, and follow-up with SARC Protocol department, on visa applications, · Field visit requests, and various permits, as well as arrangements for international travel of SRC staff and visitors. · Follow-up with SARC External Relations department on accommodation and hotel booking for visitors, as well as admin services of delegate’s housing. · Carry out (English to Arabic) and/or (Arabic to English) translation tasks.
· Maintain and regularly update SRC Office inventory, as well as the completion and archiving of project documentation and donation certificates as per SRC guidelines. · Monitor and re-stock SRC office stationery. · Contribute to online document filing, in accordance with SRC NGO Online regulations. · Ensure compliance with SRC Logistics regulations, as well as meeting SARC procedures as mentioned in their Procurement Manual. · Ensure that the financial supporting documents are in accordance with the SRC, SARC and donor financial policies and guidelines. · Follow up with SARC on payments related to SRC projects and maintain accurate records of all financial expenditures of different projects and ensure timely reporting. · Ensure the financial closing of the month is done in accordance with SRC regulations. · Regularly liaise with the SARC finance team and SRC Finance Delegate to ensure timely financial reporting and forecasting is provided to SRC. · Follow up on issues raised by SRC and SARC related to project expenditures. · Support in a timely manner the administrative processes needed to ensure travel into and within Syria for SRC personnel, including support for visas, residencies, hotel booking and vehicle movements, as well as arrangements for international travel of SRC staff and visitors. · Assist in the preparation of financial reports and budgets. · Support during External and annual financial audits. · Provide other support as required by the Finance and Admin Delegate and the Country · Representative. · Support the FAD in the preparation of the Fund requests. · Oversee and manage SRC petty cash transactions, ensuring accurate documentation, Compliance with financial regulations, and timely processing of payments. · Ensure monthly financial reconciliation between SRC and SARC accounts, maintaining accuracy, transparency, and alignment with established financial procedures.

Position Requirements
Education and Training Required Preferred
· University degree or equivalent, preferably in the field of
finance, management economics or equivalent, or comparable
practical experience. X
Experience Required Preferred
· 5-6 years of experience in humanitarian work, preferably in the
field of administration and finance. X
