It was recognized by the International Committee of the Red Cross in Geneva (ICRC) in 1946, and is committed to upholding the Geneva Conventions and the seven Fundamental Principles of the International Movement of Red Cross and Red Crescent National Societies.

The Syrian Arab Red Crescent is seeking to recruit a: 

Project Officer  

Based in Damascus. 

 

 

Purpose of employment: 

The Project officer (PO) will be responsible for the Action Improve access for communities and vulnerable groups to non-emergency health services – ENI/2016/ 381-946 supported by EU DG-NEAR, led by the Danish Red Cross (DRC). The Action has been put forward in partnership with the Syrian Arab Red Crescent (SARC) as the implementing partner, the German Red Cross (GRC) and the Finnish Red Cross (FRC) as co-applicants and project partners. The proposed Action constitutes a strong consortium providing a solid RC/RC approach as well as solid technical expertise from different areas. The PO is responsible for compliance with project implementation, monitoring and support to ensure timely and accurate narrative and financial reporting. The PO will work and coordinate with SARC – appointed focal points for the project.  Focal points represent SARC Health, WatCon, Community Services, Communication,  Information Management (IM), Logistics,  IT and Finance departments.   

 

The PO reports directly to the SARC Director of Medical Services and works closely with the DRC programme coordinator for the project with support of the DRC Psychosocial Technical Capacity building Delegate.    

 

The PO will participate in all meetings related to the project and support the interaction concerning programmatic issues.  

In more detail, the PO will 

  • Support proper project planning, implementation, monitoring, reporting and evaluation of the project.  
  • Follow-up with the SARC focal points on relevant components of the project 
  • Ensure that funds transferred at the country level for the implementation of the project are used as per the project document 
  • Assist SARC in producing timely and quality narrative and financial quarterly reports for the project. 
  • Support and develop national staff and volunteers as required  
  • Attend disability sub-cluster and movement health platform coordination meetings as required 

Assist specialist technical consultants in carrying out their work 

 

Main duties and responsibilities:

  1. DG-NEAR supported project coordination, and overall support to all aspects of its implementation, monitoring, evaluation, and reporting – 60% 
  • Liaise with and coordinate between DRC, consortium members and SARC focal points on all aspects of the project. 
  • Support the implementation and monitoring of individual project components 
  • Conduct regular visits to enable better reporting 
  • Consolidated reports based on the input received from SARC 
  • Develop, in consultation with the members of the consortium including SARC, contingency plans to handle new developments in the Syrian crisis that might significantly affect the project.  
  • Support the facilitation of coordination meetings with consortium partners and SARC 
  • Contribute to preparation of steering committee meetings with consortium partners,  SARC and EU DG-Near 
  • Contribute the DRC CC in developing the DRC’s Syria country plans to ensure that DRC is well positioned to apply for other potential DG-NEAR and/or EU funding for Syria. 
  1. DG-NEAR supported contract management and donor compliance – 25% 
  • Support information-sharing among members of the consortium on all issues related to DG-NEAR supported contract management and donor compliance. 
  • Support the development, in close consultation with the DRC project officer the Action, project monitoring, evaluation and reporting (POER) system and schedule for narrative and financial reporting, to ensure that DRC that complies with EU requirements, and oversee and advise the members accordingly. 
  • Maintain a rolling timeline that compiles all key project milestone dates and deadlines for the project. 
  • Participate in visits to Syria by EU officials.  
  • Ensure that the EU’s visibility requirements will be fulfilled and supported in Syria 
  • When required, contribute in preparing, and roll-out of M&E tools   
  • Support the DRC-Country Coordinator in maintaining a rolling timeline that compiles all key project milestone dates and deadlines for the project. 
  1. Capacity building and institutional learning – 10% 
  • Scrutinise project effectiveness and efficiency, and look for ways to improve project management, for instance working remotely in insecure areas. 
  • Support DRC-wide institutional learning in all aspects of DG-NEAR supported project  
  • Support  the organisation and support of the project mid-term review (MTR), and follow-up on its findings and consequences. 
  • Ensure that SARC staff and volunteers receive support and capacity building in the competencies needed for successful implementation and reporting on the DG-NEAR SUPPORTED-funded health project in Syria. 
  • Ensure that SARC has the necessary management capacity to follow DRC financial guidelines and satisfy the donor’s standards of transparency and accountability. 
  1. Other – 5% 
  • Represent SARC in the health cluster and Disability sub-cluster working group, when required.  
  • Coordinate with ICRC PRP project and support complementary activities for patients receiving prosthesis devices.  

 

 

 

 

 

 

 

 

 

 

 

 

Required skills and experience: 

Essential 

  • A minimum of 5 years of relevant experience in development and/or humanitarian project management and programming. 
  • A minimum of 5 years’ field experience in direct project implementation in developing, conflict-affected or post-crisis countries. 
  • Project cycle management (PCM) and financial management experience. 
  • Excellent English speaking and writing skills. 
  • Strong skills in analysis and strategy development, in assessment, project design, and understanding donor requirements. 
  • A relevant academic degree in the health or a related field. 

Full proficiency in Microsoft Office and as self-supporting with computers as possible. 

 

Personal qualities 

  • Has integrity and professionalism, feels accountable, able to work collaboratively and in teams, and focused on client needs. 
  • Confident in situations of stress, and able to handle a heavy but varied workload for a long period. 
  • Results-orientated but at the same time innovative and flexible.

  • Excellent diplomacy, communication, coordination, negotiation, networking and facilitation skills. 
  • Authority and persistence in promoting key issues and upholding collective interests. 
  • The ability to live in Syria, and travel in the country when permitted, as well as within the region and to Europe when required. 

 

Other desirable factors 

  • Experience of working within the Red Cross/Red Crescent Movement.  
  • Experience with EU specific funding, especially DG-NEAR SUPPORTED, in particular of their proposal application and reporting procedures. 
  • Practical work experience in health-related community-based programming, or a comparable experience.
